2013 BOARD ELECTION
CIRI is governed by a 15-member Board of Directors. Directors are elected to three-year terms, so five director slots are open for re-election each year. This year, CIRI shareholders will hear a business report, elect five candidates to the CIRI Board and transact any other business properly brought before the meeting. The meeting will be held on Saturday, June 1, 2013, at the Chief Leschi School in Puyallup, Washington, with registration from 8 a.m. to 11 a.m.

| Each year, CIRI invites shareholders who are interested in running for the CIRI Board to apply for consideration as Board-recommended candidates. After careful consideration of all the applicants, your CIRI Board of Directors selected five persons as Board-recommended candidates, because the Board believes they will help CIRI maintain the leadership team it needs for continued growth and success. | Shareholders who are not part of CIRI's Board-recommended slate of candidates, but who wished to have their names, personal information and photographs included in certain of CIRI’s proxy materials, were given an opportunity to do so. One shareholder took advantage of the opportunity by submitting information by the specified deadline and is identified as a "Write-In Candidate" in CIRI's Proxy Statement and Voter's Guide. |

Proxies
Proxies must be signed, dated and received by CIRI or the Inspector of Election by 2 p.m. Alaska Daylight Time on Friday, May 24, 2013, in order to be voted at the Annual Meeting. Proxies can be mailed to the CIRI Inspector of Election, c/o Sramek Hightower, P.O. Box 240569, Anchorage, AK 99524-9978, or faxed to (907) 263-5186. (If you fax your proxy, please call (907) 263-5191 or 1-800-764-2474 as soon as possible to confirm that your fax has been received.)
