New Postal Automated Redirection System in Alaska
Affects Shareholder Mail Delivery


The U.S. Postal Service processes more than 43 million change-of-address orders and forwards more than two billion pieces of mail each year. The Postal Service has recently implemented new automated processing technology in Alaska, which it expects will significantly reduce the time it takes to get “undeliverable-as addressed” mail to its final destination. The Postal Automated Redirection System (PARS) is expected to intercept and automatically apply a new address label on the majority of forwardable mail, effectively eliminating multiple handlings. The way it works is that the machine that sorts the mail reads the name and the delivery address, then automatically searches the Postal Service’s national database for any change of address or return-to-sender orders.

How PARS Will Affect Shareholder Mail

  • If you have a change of address on file with the Postal Service, PARS will automatically redirect delivery of your CIRI mail to your new address, but only for a limited amount of time. To change the address on your CIRI records, you also need to submit a written change of address request to CIRI Shareholder Relations.
  • If you previously filed a forwarding request with the Postal Service, and that request has expired, your mail will be automatically returned to CIRI unless you go to the post office to either cancel your forwarding request or change your address. If your CIRI address of record has changed, we must receive your signed change of address request before we can resend your CIRI mail to your new address.
  • If you have moved and do not have a change of address or an active forwarding request on file with the Postal Service, your mail may be returned to CIRI marked “Moved, Left No Address,” even if you changed your CIRI address of record to your new address. To prevent this from occurring, and to enable us to resend any of your CIRI mail that was returned to us, you must update your address not only with CIRI, but with the U.S. Postal Service.
  • If your CIRI mail is sent to a post office box, and you do not pay your box fee on time, PARS will automatically intercept your mail and return it to CIRI with the notation “Box Closed, Unable to Forward.” CIRI will not be able to resend your mail to your post office box until your fee is paid and the Postal Service completes a special form to reactivate the box. Your box should be reactivated within one to two business days after your fee is paid and the form is submitted.

Keeping your mailing address current is an important shareholder responsibility. When your mail is returned to CIRI, the Shareholder Relations Department makes every effort to verify your address or to track down your new address. To reduce CIRI’s cost of extra postage and employee time, shareholders are asked to keep an updated address on file with CIRI and the U.S. Postal Service.
