Prize Rules
- To be eligible for Early Bird Prizes, the Inspector of Election
or the CIRI Secretary must receive your proxy (for any proxy holder
or candidate) no later than 5:00 p.m., Friday, May 21, 2004.
- To be eligible for Annual Meeting prize drawing prizes, the
Inspector of Election or the CIRI Secretary must receive your
proxy (for any proxy holder or candidate) no later than 5:00 p.m.,
Friday, May 28, 2004, or you must register to vote in person at
the Annual Meeting on Saturday, June 5, 2004.
- CIRI Board members, Board candidates,
corporate, subsidiary or non-profit officers, and their spouses
are not eligible for the Early Bird and Annual Meeting prize drawings.
- All prizes will be reported to the Internal
Revenue Service by CIRI on a form 1099- MISC on or before January
31, 2005. Shareholders are responsible for applicable state and
federal taxes.

| 2004 Election
Procedures
The following summarizes some of the election procedures for the 2004
Annual Meeting of CIRI shareholders. A complete copy of the CIRI Election
Procedures and Rules of Conduct for Shareholder Meetings will be available
at the June 5 Annual Meeting, in Puyallup, Wash.; may be viewed on
the CIRI web site at www.ciri.com; or may be obtained prior to the
meeting by contacting the CIRI Shareholder Relations department.
- Delivery of Proxies.
All proxies must be received by 5 p.m. (Alaska Standard Time)
on Friday, May 28, 2004, by CIRI or the Inspector of Election.
Proxies received after 5 p.m. on May 28, 2004, will not be valid
for any purpose.
- Proxy Revocation.
After 5 p.m. on May 28, 2004, shareholders may revoke proxies
by voting in person by ballot at the annual meeting or by delivering
to the Inspector of Election, prior to the close of shareholder
registration on the meeting day, an express signed and dated written
revocation (other than a proxy).
- Meeting Registration.
Registration for the Annual Meeting will begin at (9 a.m. on June
5, 2004. The meeting will commence at 10 a.m. and shareholder
registration will close at (1 p.m. Each shareholder will be required
to bring some form of identification such as a driver’s
license, Social Security card, or CIRI ID card. All eligible shareholders
wishing to vote at the meeting will be given a ballot for that
purpose. Acceptance of the ballot will revoke all proxies the
shareholder may have previously signed. All shareholders desiring
to vote in person at the meeting must register prior to the close
of shareholder registration at 1 p.m.
- Voting.
The Inspector of Election will announce the proxy votes held by
proxy holders at the meeting and will prepare and distribute ballots
to the proxy holders. All ballots must be deposited into the ballot
boxes or delivered to the Inspector of Election. Election results
will be announced as soon as possible after the voting is complete.
