Tabetha Toloff (Athabascan)
President, CIRI
Tabetha has served as CIRI’s president since March 2025. In this role, she oversees the Company’s ANCSA mission and operations; spearheads stakeholder engagement; and provides strategic oversight of the Shareholder Relations, Shareholder + Descendant Programs and Corporate Affairs departments. Tabetha brings to her role broad business acumen, strong leadership competencies, and a deep understanding of Alaska Native corporations and Tribes. She holds a bachelor’s degree in organizational management from Alaska Pacific University (APU), a master’s degree in organizational leadership/certificate in servant leadership from Gonzaga University, and a graduate certificate from APU’s Alaska Native Executive Leadership Program.
Tabetha is a CIRI Shareholder and an enrolled member of the Salamatof Tribe in Kenai. She is also a shareholder of Bering Straits Native Corporation and Sitnasuak Native Corporation.
David Goodpaster
Global Chief Cybersecurity Product Officer, OSC Global
David Goodpaster serves as the global chief cybersecurity product officer at OSC Global, leading enterprise portfolio intelligence and accelerating innovation by managing enterprise research and development, driving artificial intelligence adoption, and partnering with operating companies to develop secure product strategies. His expertise spans more than two decades across intelligence, security, and technology, establishing him as a recognized authority in cyber operations. David holds a Bachelor of Science in information science and technology from Pennsylvania State University and a Master of Science in information technology with a focus on digital forensics from American Military University. Before his private-sector executive career, he served as a U.S. Army warrant officer and as a federal agent with the Department of Homeland Security.
John Roach
Sr. Vice President & General Manager, OSC Technical Solutions
As senior vice president and general manager of OSC Technical Solutions, John leads a 350-plus-person team executing a $60 million–plus annual mission IT and cybersecurity program at the U.S. Department of Energy’s Hanford Site, one of the largest and most complex environmental cleanup projects in the world. He brings extensive experience in federal mission IT, global cybersecurity, and executive leadership. John holds a B.B.A. in management information systems from the University of Notre Dame and an M.A. in organizational leadership from Gonzaga University.
