Vice President, Government Relations and Communications
As CIRI’s vice president, government relations and communications, David Broome leads strategy and advocacy on all legislative matters, as well as the Company’s external communications. Prior to joining CIRI, he served as executive vice president of government relations at the Professional Services Council and led government relations functions for Israel Aerospace Industries and Orbital ATK. He also served as a senior director at Northrop Grumman Corp.
Prior to his time in the private sector, David served in the executive branch in multiple appointments, including as special assistant to the president in the Office of Legislative Affairs and as deputy assistant secretary of defense for the Office of Senate Affairs. He also served in the Office of Government and Industry Affairs at the Federal Aviation Administration. In the legislative branch, he worked for U.S. Sen. Bill Frist for seven years.
David also served on both active duty and in the reserve component of the U.S. Marine Corps, retiring after 32 years of service. He is a veteran of the Iraq War and an avid private pilot. He joined the CIRI team in 2025.
