Tabetha Toloff (Athabascan)
President, CIRI

Tabetha has served as CIRI’s president since March 2025. In this role, she oversees the Company’s ANCSA mission and operations; spearheads stakeholder engagement; and provides strategic oversight of the Shareholder Relations, Shareholder + Descendant Programs and Corporate Affairs departments. Tabetha brings to her role broad business acumen, strong leadership competencies, and a deep understanding of Alaska Native corporations and Tribes. She holds a bachelor’s degree in organizational management from Alaska Pacific University (APU), a master’s degree in organizational leadership/certificate in servant leadership from Gonzaga University, and a graduate certificate from APU’s Alaska Native Executive Leadership Program.  

Tabetha is a CIRI Shareholder and an enrolled member of the Salamatof Tribe in Kenai. She is also a shareholder of Bering Straits Native Corporation and Sitnasuak Native Corporation. 

John Bukowski 
Chief Operating Officer, North Wind Group  

As a senior executive and corporate officer for North Wind Group, John Bukowski leads multiple business lines delivering environmental, facility operations, engineering and construction services to federal and commercial clients nationwide. He brings more than 30 years of industry experience and has served in numerous executive leadership positions across operations, business development, subsidiary management, and mergers and acquisitions. John is a registered Professional Geologist and Project Management Professional and holds degrees in environmental science, hydrogeology and business administration. He also completed executive education studies in leadership and business at Dartmouth College.

Amy Jordan 
Sr. Director of Human Resources, North Wind Group  

As senior director of human resources for North Wind Group, Amy Jordan, SPHR, SHRM-SCP, leads the company's human resources strategy across talent acquisition, succession planning, career development, performance management, employee relations, compensation and benefits, training, change management and compliance. She brings more than 20 years of experience in human resources leadership, including roles supporting federal contracting, banking, manufacturing, and international workforce operations. Amy holds a Master of Science in human resource management and a Bachelor of Business Administration in human resource development from the University of Tennessee and maintains SPHR and SHRM-SCP certifications.
