Tabetha Toloff (Athabascan)
President, CIRI
Tabetha has served as CIRI’s president since March 2025. In this role, she oversees the Company’s ANCSA mission and operations; spearheads stakeholder engagement; and provides strategic oversight of the Shareholder Relations, Shareholder + Descendant Programs and Corporate Affairs departments. Tabetha brings to her role broad business acumen, strong leadership competencies, and a deep understanding of Alaska Native corporations and Tribes. She holds a bachelor’s degree in organizational management from Alaska Pacific University (APU), a master’s degree in organizational leadership/certificate in servant leadership from Gonzaga University, and a graduate certificate from APU’s Alaska Native Executive Leadership Program.
Tabetha is a CIRI Shareholder and an enrolled member of the Salamatof Tribe in Kenai. She is also a shareholder of Bering Straits Native Corporation and Sitnasuak Native Corporation.
John Roach
Sr. Vice President & General Manager, OSC Technical Solutions
As senior vice president and general manager of OSC Technical Solutions, John leads a 350-plus-person team executing a $60 million–plus annual mission IT and cybersecurity program at the U.S. Department of Energy’s Hanford Site, one of the largest and most complex environmental cleanup projects in the world. He brings extensive experience in federal mission IT, global cybersecurity, and executive leadership. John holds a B.B.A. in management information systems from the University of Notre Dame and an M.A. in organizational leadership from Gonzaga University.
David Goodpaster
Global Chief Cybersecurity Product Officer, OSC Global
David Goodpaster serves as the global chief cybersecurity product officer at OSC Global, leading enterprise portfolio intelligence and accelerating innovation by managing enterprise research and development, driving artificial intelligence adoption, and partnering with operating companies to develop secure product strategies. His expertise spans more than two decades across intelligence, security, and technology, establishing him as a recognized authority in cyber operations. David holds a Bachelor of Science in information science and technology from Pennsylvania State University and a Master of Science in information technology with a focus on digital forensics from American Military University. Before his private-sector executive career, he served as a U.S. Army warrant officer and as a federal agent with the Department of Homeland Security.
Kathleen Waterbury
Director of Human Resources, OSC Technical Solutions
Kathleen Waterbury is the director of human resources for OSC Technical Solutions, with more than 25 years of progressive HR leadership experience. She oversees strategy across the full employee lifecycle, including talent acquisition, employee relations, organizational development and compliance. Known for a collaborative, people‑centered leadership style, Kathleen partners with leaders to navigate change, strengthen engagement and build inclusive, high‑performing workplaces aligned with business goals.
Marianne Shealy Fanger
Director of Advancement and Community Engagement, The CIRI Foundation
Marianne Shealy Fanger is a Native American leader with more than 20 years of experience in education, nonprofit leadership and community-centered program development. As director of advancement and community engagement at The CIRI Foundation, she focuses on building strategic partnerships, advancing resource development and strengthening community impact in alignment with Indigenous values.
Prior to joining The CIRI Foundation, Marianne served as senior director of the Clare Swan Early Learning Center, where she led a comprehensive, culturally responsive early learning and family support center serving Alaska Native and American Indian children and families. She oversaw a $6 million multi‑program budget and expanded initiatives supporting intergenerational wellness, including mental health services and Elder mentorship. Marianne advanced the Yup’ik language immersion early learning pipeline in partnership with the Anchorage School District (ASD) and developed a collaborative Alaska Native/American Indian preschool model with dedicated ASD classrooms. Under her leadership, the center expanded to include a home‑based Early Head Start option and secured federal funding to increase access for underserved Native families.
Marianne holds a bachelor’s degree in education from Florida State University and a master’s degree in education from Troy University.
